Pic 1 is a distribution of hydroelectric dams found in America.

Pic 2 is a distribution of hydroelectric dams found in China.

Pic 3 is a map of atmospheric pressure and wind belt during Jan (http://www.goes-r.gov/users/comet/tropical/textbook_2nd_edition/navmenu.php_tab_4_page_2.3.0.htm).

If you overlay pic 3 onto pic 1, you will notice there's a great deal of hydroelectric projects both on western and eastern coast of America. The pressure system will move from west coast (northward) towards eastern america. This will significantly reduce the temperature (which is already very low due to winter season). This is why there's extreme weather in the eastern part of America RIGHT NOW.

Similarly if you overlay pic 3 onto pic 2, you will notice the pressure is moving from northern part of Middle East towards east Asia (north of India, inner China, marginally north towards Russia) sweeping down to Taiwan, Hong Kong and Indo-China (Vietnam).
